Participação social marca últimas Conferências Estaduais

As conferências realizadas nos 26 estados brasileiros, mais o Distrito Federal, deixaram clara a importância de se debater a comunicação no país. Marcados pela forte participação e mobilização social, os encontros tiveram no diálogo entre os segmentos o ponto de destaque. No último final de semana, 12 estados realizaram suas conferências, concluindo as etapas estaduais da 1ª Conferência Nacional de Comunicação (Confecom), que ocorrerá entre os dias 14 a 17 de dezembro, em Brasília.

Apesar de todos os entraves, como o pouco tempo para a realização das etapas municipais e estaduais, a limitação orçamentária e dificuldades de infraestrutura, a Confecom já é vista como um sucesso e uma importante conquista de toda a sociedade. “Conseguimos, ainda que com todos os percalços, abrir um processo pioneiro, que não se conclui no dia 17, com o encerramento da Conferência, mas tem início ali”, avalia Berenice Mendes, representante da Associação Nacional das Entidades de Artistas e Técnicos em Espetáculos de Diversões (Aneate) na Coordenação Executiva do Fórum Nacional pela Democratização da Comunicação (FNDC).

Segundo a cineasta, fica claro que esses 40 anos de silêncio sobre a comunicação no Brasil geraram uma demanda. “Sabemos que a primeira conferência dificilmente dará conta de tudo, mas ela está abrindo esse setor reprimido e colocando-o em debate”, afirma Berenice. Para o coordenador-geral do Fórum, Celso Schröder, a sensação é de uniformidade e qualidade nas etapas estaduais. “A impressão que fica é de maturidade e compreensão, nos limites em que as conferências foram se construindo”, aponta o jornalista. Confira como foram as últimas etapas estaduais.

São Paulo

Realizada entre os dias 20 e 22 de novembro, a Conferência Estadual (Conecom) de São Paulo, convocada pela Assembléia Legislativa, contou com mais de 1000 inscritos ao longo dos três dias de debates. Foi a etapa com o maior número de propostas (1000) e com o maior número de delegados, 189, sendo 84 delegados da sociedade civil, 84 da sociedade civil empresarial e 21 do Poder Público.

Segundo Berenice Mendes, os painéis e debates foram bastante ricos. A cineasta destaca a participação dos movimentos de mulheres e negros na conferência paulista. “Demonstraram uma preocupação muito diversa sobre vários aspectos. O que também chamou a atenção foi a organização do movimento de mulheres nas questões de gênero, da influência dos meios de comunicação para a criança e adolescente, o uso e abuso da publicidade”, ressalta Berenice.

Espírito Santo

A Conecom do Espírito Santo aconteceu entre os dias 20 a 22 de novembro, no Centro de Convenções de Vitória. Convocada pelo governo estadual, a etapa capixaba reuniu 208 participantes. No último dia do encontro, o estado elegeu seus 27 delegados: 12 para a sociedade civil, 12 da sociedade civil empresarial e três do poder público. A universalização da banda larga, a ampliação e valorização dos conteúdos regionais e a questão da educação para a mídia foram algumas das propostas que se destacaram na etapa do Espírito Santo (confira aqui).

Goiás

Entre as propostas que serão levadas pelo estado de Goiás à etapa final da Confecom, está a criação de centros regionais de qualificação para profissionais da área do audiovisual. A Conecom goiana, convocada pelo poder legislativo, ocorreu entre os dias 20 e 22 e elegeu 50 delegados (22 da sociedade civil, 22 do setor empresarial e seis do poder público).

Na opinião de Schröder, presente nas etapas de Goiás e Espírito Santo, as duas conferências estaduais tiveram um bom número de participantes e forma bem organizadas. “O movimento social compreendeu os limites que a conferencia apresentava no sentido de votações de delegados, que era o preço que a gente pagava para que ela acontecesse”, salienta o jornalista.

Paraíba

Convocada pelo poder executivo, a Conecom paraibana, realizada nos dias 20 e 21, foi marcada pelo diálogo entre os três segmentos envolvidos na Confecom. Para Rosane Bertotti, representante da Central Única dos Trabalhadores na Comissão Organizadora da Confecom, isso demonstrou um grande avanço na formulação das propostas da Paraíba. Aspectos culturais e regionais destacaram-se nos debates.

Na abertura do encontro, o Governador do Estado, José Maranhão, assumiu o compromisso de implementar o Conselho de Comunicação da Paraíba (veja aqui). Foram eleitos para a representação na Confecom, 36 delegados: 16 da sociedade civil, 16 dos empresários e quatro do poder público.

Alagoas

Em Alagoas houve forte participação dos movimentos sociais e dos estudantes. O encontro, que aconteceu nos dias 21 e 22, elegeu 27 delegados (12 da sociedade civil, 12 para o setor empresarial e três do poder público). 

Formularam-se 44 propostas que serão encaminhadas à Comissão Organizadora. Com destaque para a questão da diversidade nos meios de comunicação. De acordo com Rosane (CUT), o encontro teve forte debate sobre rádios comunitárias e TVs públicas. O estado promoveu seis conferências livres, todas na capital.

Mato Grosso

A etapa estadual do Mato Grosso, foi realizada nos dias 19 e 20 no Palácio Paiaguás, em Cuiabá. O estado elaborou 135 propostas (27 sobre o eixo temático Produção de conteúdo, 60 sobre Meios de distribuição e 48 relativas à Cidadania: direitos e deveres). Também foram eleitos os 23 delegados, sendo 10 representantes da sociedade civil, 10 do setor empresarial e três do poder público. A promoção da igualdade entre os veículos de comunicação do interior e da capital do Estado foi o principal assunto do encontro.

Mato Grosso do Sul

Já no Mato Grosso do Sul a Conferência Estadual, realizada nos dias 20 e 21, destacou, entre as propostas elaboradas para a Confecom, a isenção gradual de impostos para conteúdos culturais e de taxas de importação para produtos da área audiovisual, que não tenham similares produzidos no Brasil. Foram eleitos 23 delegados que representarão o estado na etapa nacional da Confecom (10 para a sociedade civil, 10 para a sociedade civil empresarial e três para o poder público).

Pará

Na etapa paraense, realizada nos dias 20 e 21, o destaque das propostas foi para a valorização das rádios comunitárias, estímulo à programação e produção regional e a instalação de infocentros nas regiões mais afastadas da Amazônia, como colônias de pescadores e centros de pecuária. O estado elegeu 50 delegados, sendo 22 para a sociedade civil, 22 para os empresários e seis para o poder público.

Roraima

Em Roraima o encontro ocorreu nos dias 20 e 21 e elegeu 23 delegados (10 para a sociedade civil, 10 para o setor empresarial e três para o poder público). A união dos três segmentos envolvidos na Confecom destacou-se e favoreceu o diálogo para a construção de políticas públicas. A inclusão digital foi um dos temas mais abordados na Conferência Estadual de Roraima.

Ceará

A etapa cearense, realizada de 20 a 22, teve a participação intensa de jovens. A convergência digital, o envio de cartas pelos Correios e a acessibilidade da comunicação no estado foram alguns dos pontos debatidos. O Ceará elegeu 53 delegados, sendo 28 para a sociedade civil, 28 para os empresários e sete para o poder público.

Distrito Federal

O incentivo à criação de meios de comunicação comunitários com financiamento público, foi destaque na etapa distrital. O encontro aconteceu entre os dias 20 a 22, e discutiu também ações inclusivas como planos especiais para os deficientes auditivos nas operadoras de telefonia celular (veja aqui).

No último dia da conferência foram eleitos os 23 delegados que representarão o Distrito Federal na 1ª Confecom, distribuídos da seguinte forma: 10 para a sociedade civil, 10 para a sociedade civil empresarial e três para o poder público.

Sergipe

A etapa sergipana, realizada nos dias 19 e 20, elencou 181 propostas para serem debatidas na 1ª Confecom. Dessas 47 são para o eixo Produção de conteúdo, 40 para Meios de distribuição e 94 para o eixo Cidadania: direitos e deveres. Entre os destaques está a regionalização na programação e a democratização do acesso à banda larga. Foram eleitos 23 delegados(10 para a sociedade civil, 10 para o setor empresarial e três para o poder público)que representarão o estado na etapa nacional.

Pluralidade é destaque em Conferências Estaduais

Apesar do pouco tempo para serem realizadas, as etapas estaduais da Conferência Nacional de Comunicação (Confecom) estão demonstrando uma expressiva capacidade de mobilizar a sociedade em torno da comunicação. Há pouco menos de um mês para o encontro nacional, que ocorre entre os dias 14 a 17 de dezembro em Brasília, 14 estados já elaboraram suas propostas e elegeram suas delegações. A pluralidade dos participantes e das propostas tem sido destaque em todas as conferências.

A qualidade das etapas estaduais da Confecom tem surpreendido, considerando o curto prazo para a sua realização. Para a cineasta Berenice Mendes, representante da Associação Nacional das Entidades de Artistas e Técnicos em Espetáculos de Diversões (Aneate) na Coordenação Executiva do Fórum Nacional pela Democratização da Comunicação (FNDC), a organização “demonstra a boa vontade e o engajamento do poder público federal, estadual e de toda a sociedade na realização e preparação dessas conferências”. Minas Gerais

A Conferência Estadual de Comunicação (Conecom) mineira, convocada pelo governo estadual, realizou-se entre os dias 13 a 15 de novembro, na Assembleia Legislativa do Estado. O evento foi marcado pelo bom entendimento e respeito entre sociedade civil, sociedade civil empresarial e governo. Fato reconhecido pelo presidente da Comissão Organizadora Nacional, Marcelo Bechara, que participou dos três dias do encontro. Segundo ele o espírito de participação democrática dos três segmentos em Minas Gerais serve como exemplo ao restante do país.

Minas foi o estado com maior número de propostas até o momento. Cerca de 700 proposições serão levadas à Brasília. Entre elas está o fortalecimento das rádios comunitárias, a universalização do acesso à internet e a implantação de conselhos de comunicação. No âmbito estadual, destacam-se as moções, aprovadas por contraste visual, que condenam o cerceamento da imprensa mineira pelo Governo Estadual, e propõe a participação democrática da sociedade nos conselhos gestores da Rede Minas e da Rádio Inconfidência. Foram eleitos os 144 delegados destinados ao estado, desses 64 representam os movimentos sociais, 64 o setor empresarial e 16 o poder público (mais informações aqui).

Santa Catarina

Em Santa Catarina a Conecom, que ocorreu nos dias 14 e 15 de novembro, reuniu aproximadamente 260 pessoas. Foram eleitos 20 delegados da sociedade civil, 20 do setor empresarial e cinco do poder público. O Estado elaborou 450 propostas para serem debatidas na Confecom (confira aqui os resultados da Conecom/SC). O Coordenador-geral da Associação Brasileira de Radiodifusão Comunitária (Abraço) e membro da Executiva do FNDC, José Sóter, destaca entre elas a sugestão de isonomia das rádios comunitárias com os meios comerciais. “Santa Catarina pede, por exemplo, que se conceda às rádios comunitárias a permuta de 50% do valor da eletricidade, que já é concedida para as emissoras comerciais”, destaca o dirigente.

Pernambuco

A regionalização da produção cultural deu o tom da conferência de Pernambuco. O encontro realizado entre os dias 13 a 15 de novembro na cidade do Recife mobilizou mais de 250 pessoas. O estado elegeu 68 delegados, divididos em 30 para a sociedade civil, 30 para o setor empresarial e oito para o poder público. Segundo a psicóloga Roseli Goffman, representante do Conselho Federal de Psicologia (CFP) na coordenação Executiva do FNDC e deste na Comissão Organizadora Nacional (CON), o segmento empresarial compôs um acordo para a participação dos pequenos empresários em 20% das vagas. Ao final do encontro foram contabilizadas 500 propostas a serem levadas para a Conferência Nacional.

Bahia

Na Conecom da Bahia, ocorrida nos dias 14 e 15, foram apontadas mais de 200 propostas. Entre elas, medidas que facilitam o cumprimento do artigo 221 da Constituição Federal - que trata da cota de produção de 30% de conteúdo regional pelos meios de comunicação. A Conferência baiana elegeu 108 delegados para representar o estado na Confecom, sendo 12 do poder público, 48 da sociedade civil e 48 da sociedade civil empresarial.

Tocantins

Em Tocantins, o encontro aconteceu no dia 14. Segundo Claudia Santos, integrante da Comissão Organizadora Estadual, o encontro foi bastante produtivo e demonstrou aos representantes da sociedade civil a necessidade de serem protagonistas no debate sobre políticas públicas em comunicação no estado. As propostas elaboradas durante o evento, focaram a questão da taxação específica dos produtos audiovisuais estrangeiros. No final da Conecom foram eleitos 33 delegados (10 para a sociedade civil, 10 do empresariado e três do poder público).

Rio Grande do Sul

No Rio Grande do Sul (RS) a Conecom, realizada nos dias 17 e 18 de novembro, deu ênfase ao aprimoramento do conceito de controle público, no sentido de identificá-lo como uma ação conjunta da sociedade e do estado, pautada pelo marco regulatório. De acordo com o presidente da Comissão Organizadora Estadual e Coordenador Geral do FNDC, Celso Schröder, a Conecom gaúcha correspondeu às expectativas não só dos gaúchos, mas de toda a sociedade brasileira. “Ela aconteceu nos moldes das demais etapas e obteve um grande sucesso, não só em relação a participação de inscritos [470], mas também com a qualidade dos painelistas, dos debates e das intervenções. Cumpriu a sua tarefa de preparar delegados, teses e reflexões produzidas no estado”, afirma. Segundo ele, o Rio Grande do Sul realizou 17 etapas municipais, o que qualificou o processo.

A Conferência do RS elegeu ao todo 86 delegados (38 para a sociedade civil, 38 para a sociedade civil empresarial e 10 para o poder público). Na abertura do evento Cristina Feio, do Sindicato dos Trabalhadores do Judiciário Federal do Rio Grande do Sul (Sintrajufe -RS), ressaltou que a Confecom é uma conquista dos movimentos sociais, mas que a luta por uma comunicação mais democrática continua.

Amazonas

Já a Conecom do Amazonas, realizada nos dias 17 e 18, elaborou cerca de 200 propostas. De acordo com o jornalista Fernando Oliveira Paulino, do Laboratório de Políticas de Comunicação (LapCom), as propostas são relativas às dificuldades locais de comunicação. “Os participantes solicitaram, por exemplo, um número maior de telefones públicos e efetividade na distribuição de correspondências nos municípios do interior”, exemplifica.

A criação de um conselho de técnicos para estudar as dificuldades enfrentadas pelos meios de distribuição no estado e na Região Amazônica também foi outro ponto de consenso entre os três segmentos presentes no evento. No final do encontro foram eleitos 33 delegados, sendo 10 para a sociedade civil, 10 para os empresários e três para o poder público.

Amapá

Na Conecom do Amapá, realizada nos dias 17 a 19 de novembro, foram apresentadas 133 propostas referentes aos eixos da Confecom. Também foram eleitos 23 delegados; 10 para a sociedade civil, 10 para os empresários e três para o poder público. Para o secretário de Comunicação do Estado, Marcelo Roza, foi a oportunidade de começar de fato o debate. Os amapaenses, segundo ele, desejam estar no mapa da comunicação e a consideram essencial para o desenvolvimento do Estado.

Maranhão

O encontro do Maranhão, aconteceu entre os dias 16 a 18 de novembro. Participaram 214 pessoas, sendo 115 representantes da sociedade civil, 57 da sociedade empresarial e 42 do poder público. Foram eleitos 50 delegados, sendo 22 da sociedade civil, 22 do setor empresarial e seis do poder público. Entre os temas debatidos na Conecom maranhense destaca-se a flexibilização das regras para o funcionamentos da rádios comunitárias.

Rio Grande do Norte

Na etapa potiguar, realizada nos dias 17 e 18, foram aprovadas 97 propostas para os três eixos temáticos da Confecom. Foram eleitos na Conecom do Rio Grande do Norte 23 delegados que representarão o estado na etapa nacional. Desses 10 são dos movimentos sociais, 10 do empresariado e três do poder público. Entre as propostas apresentadas no evento está a criação de um Fórum Potiguar de Discussão Permanente sobre Mídia.

Rondônia

Rondônia elegeu 23 delegados para a etapa nacional da Confecom. Eles se dividem entre 10 da sociedade civil, 10 da sociedade civil empresarial e três do poder público. Entre as propostas para a Confecom apresentadas no evento, se destacou a que prevê a proibição de publicidade direcionada às crianças e adolescentes. A Conecom de Rondônia aconteceu nos dias 12 e 13.

Neste final de semana acontecem as últimas 12 etapas estaduais: Mato Grosso, Mato Grosso do Sul, Alagoas, Sergipe, Espírito Santo, Pará, Paraíba, São Paulo, Roraima, Goiás, Ceará e Distrito Federal.

I have NO KNOWLEDGE OF WHAT OCCURRED IN THESE PROCEEDINGS, but I have heard via hearsay that MY CHILD WAS BROUGHT TO FAMILY COURT WITHOUT MY KNOWLEDGE ( or ANY NOTICE TO ME) and CONVICTED OF SOME OFFENSE.

We consider any such SECRET PROCEEDINGS (with NO NOTICE OF ANY KIND TO ME ---THE CHILD’S MOTHER---DURING ANY PHASE OF THESE PROCEEDINGS) to be ILLEGAL and NULL-& VOID.

**ON JULY 25,2009 One day after my mother-in-law (my child’s grandmother) died suddenly and unexpectedly, I received a “VICTIM IMPACT STATEMENT” FORM from the MONMOUTH COUNTY JUSTICE DEPARTMENT saying that I could claim COMPENSATION FOR THE CRIMES COMMITTED AGAINST MY MINOR CHILD WHICH I HAD REPORTED ON 7/4/2006.

 **On that date, I HAD FILED A COMPLAINT with the MONMOUTH BEACH POLICE DEPARTMENT that MY 13-YEAR-OLD CHILD’S COMPUTER HAD BEEN SPAMMED WITH CHILD PORNOGRAPHY.

 **THE PERSONNEL at the MONMOUTH COUNTY PROSECUTOR’ OFFICE took the CRIMINAL COMPLAINT regarding the FALSIFIED POLICE REPORTS -----BUT they REFUSED TO TAKE ANY WRITTEN, SIGNED STATEMENTS BY ME giving the ACCURATE INFORMATION ABOUT THE INCIDENT OF 7/4/2006 (THE REAL POLICE REPORT IS MISSING ----REPLACED BY A FLASIFIED REPORT)-----AND THEY INSIST ON TAKING MY CHILD TO JUVENILE COURT ON GROUNDLESS CHARGES (AGAIN) FOR BEING A CHILD VICTIM (LOOKING AT THE PORNOGRAPHY WHICH WAS SPAMMED TO HIS COMPUTER).

requests for assistance, but I and my family have also been subjected

to a wide range of injuries & assaults from the

BESIDES being fried in our home with the same "SLOW-KILL" ELECTROMAGNETIC

MILITARY WEAPONS  and assaulted in the various ways reported by all

of the other activists, Worldwide, my CHILD has been subjected to

a series of violent incidents.

 

He has been attacked physically; subjected to racial slurs in school;

given ALCOHOL, DRUGS, CHILD-PORNOGRAPHY  & WEAPONS by unkown adult

criminals;

 

STALKED ON THE INTERNET; SPAMMED WITH CHILD-RAPE PORNOGRAPHY on the

Internet;

 

and more.

 

MOST RECENTLY, (when I was in AFRICA for the WSF) he and his Junior

High School friends were given DRUGS and set up to be caught with

them by the local WHITE-RACIST "DIRTY"-COPS.

 

He was told by one of these GOON-POLICE that "Three strikes and

you're out!!

 

The STATE will take you away from your parents and put you into

CHILD PRISON."

 

In the USA, today, this is ACCURATE & FACTUAL.  IT IS A CRIME IN

THE USA TO GIVE OR SELL ALCOHOL, DRUGS, TOBACCO, PORNOGRAPHY OR

WEAPONS TO CHILDREN.

 

BUT------CHILD VICTIMS who are given or sold ALCOHOL, DRUGS, WEAPONS,

or other illegal substances ARE ARRESTED AND JAILED IN CHILD-PRISON

A couple of hours after you received this email from me,  my

14-year-old child was TARGETED by one or more individuals to be

SEVERELY HARMED at your school.

 

He was dragged out of school in handcuffs to a police station by a

policeman and treated like a criminal for having a three-inch folding

pen-knife in his locker.

 

He was barred from attending school for several weeks.  He has been

deprived of academics, social interaction with his friends, and

other school activities during this time.

 

His reputation with his peers has been destroyed and his social

relationships have been ruined.

 

He has been severely traumatized by these events.

 

We have decided that he is safer being Home-schooled for the remainder

of the school year.

 

We will make other provisions for his education.

 

I will send or deliver a signed letter formally withdrawing him

from the Monmouth County School System.

What a great time I had watching this video of the Mohawks ripping out

this [Canada-US] border marker with a backhoe [at Akwesasne].  Reminded me of when the Mohawk Warrior Society came to the Indigenous Border Summit in Tohono O’odham in November 2007.   The Mohawks were horrified over the building of the border wall, the CAGE outdoor migrant prison and the federal US spy tower.  The Mohawks spotted the US Border Patrol arresting a pitiful group of tiny Mayans, [who had just crossed the desert] mostly women and children.  The Mohawks jumped out of the cars and rushed the Border Patrol, who fled like scared dogs with their tails between their knees.
